Local Councillors Push For Promises Over Maintenance of Dinas Powys Stream

Promises made by Natural Resources Wales to ensure proper maintenance of the Mill Stream, Dinas Powys must be kept. This is the view of members of Dinas Powys Plaid Cymru. Lengths of the stream are being inspected by Plaid community councillors to determine if obstructions to the flow are building up.

Chris Franks a Plaid Community Councillors said, "We are determined not to allow NRW to forget its promises following the abandonment of the dam proposal. The community was given a clear commitment that the NRW would not walk away from protecting vulnerable properties. We have decided that we will take them at their word and have reported substantial logs on the bank of the stream. They could easily be washed downstream."

Fellow Plaid Councillor Richard Grigg said, "The hugely expensive scheme was judged to be uneconomic. In the face of public opposition, they dropped this option. However, the NRW has raised concerns about future flood risks. These concerns must be addressed.

"We want the NRW to quickly publish its maintenance programme for the rest of the year. The wider community is keen to engage with the NRW and support its work. Local community councils also want to play their part. However, it's up to the NRW to be willing to treat us as partners."

The NRW said at the end of their investigation into the controversial dam programme for Dinas Powys that: ''When we consider the marginal case for the upstream flood storage option alongside the consultation responses we have received, it is clear that to pursue this option would be very challenging.

"Unfortunately, there is no other way forward that would manage the flood risk for most homes and businesses in Dinas Powys whilst following government project appraisal guidance, particularly providing value for money.

"Therefore, we are unable to justify any work in this catchment other than continuing with our current approach (the business as usual option) to managing flood risk in the village, including maintaining and clearing the river channel.

"We recognise that this will be concerning to those at flood risk. However, consultation responses have shown a willingness amongst the community to work with us and other partners, potentially such as the Woodland Trust, Welsh Government, the Vale of Glamorgan Council, landowners and others, to further explore and develop natural flood management options in the Cadoxton catchment. Whilst such measure will not reduce flood risk to low for all of the community, they may provide some limited reduction in flood risk for some parts of the community.

"We'll be exploring the potential to use funding recently announced by the Welsh Government to promote natural flood management as an opportunity for Dinas Powys, and will engage further with the community and potential partners in coming months. We'll keep the community informed of how this progresses and welcome suggestions and involvement."

They are due to provide an updated version of their maintenance programme soon.

Steve Thomas said that he was shocked that the NRW had allowed cut vegetation to be thrown into the stream.
