Changes to Parking Proposed at Penarth Esplanade by Vale Council

The Vale of Glamorgan Council is looking to introduce new parking restrictions and spaces at Penarth's Esplanade and the extended area as local residents push for better regulations in this area.

We have listed the amendments below and attached the pictures here and they can also be viewed in our gallery above.

Local residents, especially those living in the vicinity of the Esplanade, have cited issues with the parking for some time.

Coronavirus has exacerbated a number of parking problems with lots more people visiting the seafront.

The proposals are listed below:-

Proposed Limited Waiting 10.00 am to 7.00 pm for a maximum period of 2 hours, return prohibited within 2 hours:

  • Penarth Esplanade - On the north-west side from a point 60.7 metres south-west of the main north-east flank wall of Windsor Court, south-westwards for a distance of 50.0 metres (AL65). On the north-west side from a point 202.2 metres south-west of the main north-east flank wall of Windsor Court, south-westwards for a distance of 8.3 metres (AM65). On the south-east side from a point 40.5 metres north-west of the main north-east flank wall of Windsor Court, generally northwards for a distance of 33.5 metres (AL65).
  • Cliff Hill Penarth - On the south-east side from a point 18.6 metres south-west of the south-western building line of the Lifeboat Station south-westwards for a distance of 293.3 metres (AM65 & AN65)
  • Cliff Road Penarth - On the south-east side from a point 334.1metres south-west of the south-western building line of the Lifeboat Station south-westwards for a distance of 51.0 metres (AN65)
  • Beach Road Penarth - On the east side from a point 86.0 metres north-west of the main north-east flank wall of Windsor Court, generally northwards for a distance of 24.0 metres (AL65)
  • Un-named road leading to Seabank - On the north-east side from a point 12.0 metres north-west of its junction with Beach Road, north-westwards for a distance of 10.0 metres (AL65) * Bridgeman Road Penarth - On the north side from a point 10.0 metres north-east of its junction with the un-named road leading to The Glades eastwards for a distance of 28.6 metres (AL65). On the north side from a point 47.6 metres north-east of its junction with the un-named road leading to The Glades north-eastwards for a distance of 33.0 metres (AL65) * Un-named road between Penarth Yacht Club and the Lifeboat Station - On the north side from a point 6.5 metres from its junction with Esplanade westwards for a distance of 16.5 metres (AM65)

Proposed No Waiting at Any Time:

  • Penarth Esplanade - On the east side from a point 74.0 metres north-east of the main north-east flank wall of Windsor Court, northwards for a distance of 24 metres (AL65)
  • Un-named road between Penarth Yacht Club and the Lifeboat Station On the south side from a point 4.5 metres from its junction with Esplanade westwards then northwards around the cul-de-sac end then eastwards to the eastern retaining wall of Windsor Gardens for a distance of 27.0 metres (AM65)
  • Bridgeman Road Penarth On the north side from a point 38.6 metres north-east of its junction with the un-named road leading to The Glades eastwards for a distance of 9.0 metres (AL65)

Proposed Disabled Persons Parking Place:

  • Penarth Esplanade - On the north-west side from a point 52.0 metres north-east of the main north-east flank wall of Windsor Court, north-eastwards for a distance of 16 metres (AL65)

Revocation of No waiting at any time:

  • Penarth Esplanade - On the north-west side from a point 60.7 metres south-west of the main north-east flank wall of Windsor Court, south-westwards for a distance of 50.0 metres (AL65). On the north-west side from a point 202.2 metres south-west of the main north-east flank wall of Windsor Court, south-westwards for a distance of 8.3 metres (AL65). On the south-east side from a point 40.5 metres north-east of the main north-east flank wall of Windsor Court, generally northwards for a distance of 24 metres (AL65)
•Un-named road leading to Seabank - On the north-eastern side from a point 12 metres from its junction with Beach Road north westwards for a distance of 10.0 metres (AL65)
  • Beach Road Penarth - On the south-east side from a point 86.0 metres north-east of the main north-east flank wall of Windsor Court, generally northwards for a distance of 28 metres (AL65)

Revocation of No Waiting at Any Time and No Loading or Unloading at Any Time:

  • Bridgeman Road Penarth - On the north side from a point 10.0 metres west of its junction with Beach Road westwards for a distance of 70.6 metres (AL65)

Proposed Prohibition of Overnight Parking and Stopping of Motor Caravans and Campervans - 11 pm until 7 am 7 Days a Week Proposed Prohibition of Overnight Parking and Stopping of Goods Vehicles exceeding 3.5 Tonnes (Category N1) - 11 pm until 7 am 7 Days a Week:

  • Cliff Hill Penarth - On the south-east side from a point 18.6 metres south-west of the south-western building line of the Lifeboat Station south-westwards for a distance of 293.3 metres (AM65 & AN65)
  • Cliff Road Penarth - On the south-east side from a point 334.1metres south-west of the south-western building line of the Lifeboat Station south-westwards for a distance of 51.0 metres (AN65)

The notices are being displayed locally and objections and any objections you may have to this proposal must be submitted to the Director of Environment & Housing (Ref.IF733) in writing or by email to [email protected] by 21st August 2020 and must contain the grounds upon which you object.
