A proposed footpath running parallel to the busy road between Parc Bryn y Don and the McDonald's roundabout has been rejected by the Welsh Government.
A Vale of Glamorgan Council spokesperson said: "The Council submitted a £3 million bid to improve the safety and attractiveness of this route and create better travel links for pedestrians and cyclists.
"The proposal would have provided a shared cycleway and footway between Barry and Dinas Powys which was designed to reduce congestion.
"Unfortunately, this bid was unsuccessful. Officers will meet with representatives from Welsh Government later this week to establish why that was the case and we remain very keen to see this scheme progress."
Chris Frank, Plaid Cymru Community Councillor, blames Vale Council for failing to secure the bid. He told Nub News:
"I'm very disappointed to say the least. It is the Council's responsibility to either find the resources themselves or put in a more forceful bid to the government.
"We all know that the A4055 from Cross Common Road to Barry is very dangerous. The huge increase in traffic means that people would take their lives in their hands if they attempted to walk. The existing right of way is inadequate.
"A number of schemes elsewhere have been approved, but not this one. Once again Dinas Powys seems to be ignored by the Vale Council. No one in the council is effectively fighting our corner."
An update will come later in the week after Vale Council officers meet with Welsh Government representatives.
