Penarth man fined over £800 for Halloween e-scooter ride

A 23-year-old man will have to pay a hefty fine for illegally riding an electric scooter in Llandough last year..

Cardiff Magistrates court on Friday (21 May) found that Kasim Abdul Gehlan, who lives on St Paul's Avenue, contravened the Road Traffic Act by taking a Halloween ride on Penlan Road last year.

It is only legal to ride an e-scooter in the UK either on private land or as part of a share/rental scheme approved by the local authority.

No such scheme exists in the Vale of Glamorgan or Cardiff, meaning the technicality Mr Gehlan breached was driving without insurance.

He was also found guilty of riding the vehicle without due care and attention and failing to stop when a police constable asked him to do so.

Mr Gehlan has been fined £660 plus £66 to fund victim services and an additional £110 surcharge. He also received eight points on his driving record.

South Wales Police in the area have previously claimed to be cracking down on e-scooter use.

In the same month Mr Gehlan was stopped (October 2020), local police officer Sgt Sam Johnson said her team had seized 25 of the illegal two-wheelers.
