New parking signage installed as Esplanade works begin

"Resurfacing works" on the Esplanade and Cliff Hill commenced this morning.

An RNA milling machine could be seen ripping up tarmac from Cliff Hill/Cliff Road and spitting it into a dump truck.

New parking restriction signs were affixed to the metal posts that recently appeared on the pavement, confirming reports that the works would herald the beginning of the new seaside parking regime.

The signs formally introduce the "No return within 2 hours" from 10am to 7pm restriction on Cliff Hill.

They also prohibit caravans and campervans from parking there overnight. No vehicle over 3.5 tonnes can stop there between 11pm and 7am.

Throughout this week, work will commence daily at 8:00am and finish at 5:00pm.

The Esplanade will be shut off from the junction of Marine Parade to the junction of Bridgeman Road until Saturday 27 February.

Temporary diversions signs have been erected.

Limited Waiting 10.00 am to 7.00 pm for a maximum period of 2 hours, return prohibited within 2 hours:

  • Penarth Esplanade - On the north-west side from a point 60.7 metres south-west of the main north-east flank wall of Windsor Court, south-westwards for a distance of 50.0 metres (AL65).
-On the north-west side from a point 202.2 metres south-west of the main north-east flank wall of Windsor Court, south-westwards for a distance of 8.3 metres (AM65).

-On the south-east side from a point 40.5 metres north-west of the main north-east flank wall of Windsor Court, generally northwards for a distance of 33.5 metres (AL65).

  • Cliff Hill Penarth - On the south-east side from a point 18.6 metres south-west of the south-western building line of the Lifeboat Station south-westwards for a distance of 293.3 metres (AM65 & AN65)
  • Cliff Road Penarth - On the south-east side from a point 334.1metres south-west of the south-western building line of the Lifeboat Station south-westwards for a distance of 51.0 metres (AN65)
  • Beach Road Penarth - On the east side from a point 86.0 metres north-west of the main north-east flank wall of Windsor Court, generally northwards for a distance of 24.0 metres (AL65)
  • Unnamed road leading to Seabank - On the north-east side from a point 12.0 metres north-west of its junction with Beach Road, north-westwards for a distance of 10.0 metres (AL65)
  • Bridgeman Road Penarth - On the north side from a point 10.0 metres north-east of its junction with the unnamed road leading to The Glades eastwards for a distance of 28.6 metres (AL65).
-On the north side from a point 47.6 metres north-east of its junction with the unnamed road leading to The Glades north-eastwards for a distance of 33.0 metres (AL65)

  • Unnamed road between Penarth Yacht Club and the Lifeboat Station - On the north side from a point 6.5 metres from its junction with Esplanade westwards for a distance of 16.5 metres (AM65)

  • Penarth Esplanade - On the east side from a point 74.0 metres north-east of the main north-east flank wall of Windsor Court, northwards for a distance of 24 metres (AL65)

  • Unnamed road between Penarth Yacht Club and the Lifeboat Station - On the south side from a point 4.5 metres from its junction with Esplanade westwards then northwards around the cul-de-sac end then eastwards to the eastern retaining wall of Windsor Gardens for a distance of 27.0 metres (AM65)

  • Bridgeman Road - On the north side from a point 38.6 metres north-east of its junction with the unnamed road leading to The Glades eastwards for a distance of 9.0 metres (AL65)

Proposed Disabled Persons Parking Place:
