Penarth Town Council has launched its second appeal for "Independent Traders Fund" applications after an underwhelming response in August.

Just five businesses submitted successful applications for up to £1,000 designed to "help with the cost of business diversification in relation to the Covid-19 pandemic".

These were:

- Penarth View - £389.05

- Beauty Within - £699.37

- Architecurol.com - £396.00

- Pickford's Bar - £379.16

- Ellen Catering T/A Washington Tea Room - £690.87

The Council has set aside £22,445 of its reserve funds for the grant scheme. In spite of the pandemic, Penarth Town Council last week reported a "total underspend" in the second quarter of this financial year.

Although it suffered a £54,301 loss of income, the Council underspent on its quarterly budget by £92,550. The Council say they are "currently in a strong [financial] position as we were able to make savings."

Penarth-based independent businesses that were forced to closed physical premises during the first lockdown will be eligible for the grant as long as they meet the following criteria:

- Within the Penarth district area.

- Closed physical premises during first lockdown.

- Annual turnover of less than £250,000 per annum.

- Trading for at least 1 year prior to 23/03/20

It is important to note that the annual turnover limit has been increased substantially from the first appeal.

In August, businesses needed to provide evidence of turnover being less than £75,000. This has been increased to £250,000, making significantly more businesses eligible.

Penarth Town Council posted the following on their website:

"At Penarth Town Council we are proud of the many independent shops and businesses that make our town centre a unique and vibrant place to live and visit.

"We have developed the Independent Traders Fund as we know how hard the past year has been for many Independent shops and stores.

"Because of this, we want to provide some support in these extraordinary times."
