Schooner Inn Car Park Investigated by Vale Enforcement

Penarth's Schooner Inn car park is being investigated by Vale Planning Enforcement after complaints have mounted about its use during the coronavirus lockdown and the Cosmeston car park closure.

The description of the breach states: ''Unlocked and untidy car park in a vacant business property.''

The case is currently under investigation due to the area being used contrary to Section 215.

Section 215 (s215) of the Town & Country Planning Act 1990 provides a local planning authority (LPA) with the power, in certain circumstances, to take steps requiring land to be cleaned up when its condition adversely affects the amenity of the area.

''If it appears that the amenity of part of their area is being adversely affected by the condition of neighbouring land and buildings, they may serve a notice on the owner requiring that the situation be remedied.

"These notices set out the steps that need to be taken, and the time within which they must be carried out.

''LPAs also have powers under s219 to undertake the cleanup works themselves and to recover the costs from the landowner."

Locals have cited concerns with the closure of Cosmeston car park leading to illegal parking in residential areas.

They report that the car park, currently under investigation has been filled with visitors trying to surpass the closure of Cosmeston's parking facilities.

The car park has since been closed off which has meant that traffic has spilt out onto the main road and grass verges over recent days.

The closure is in place to discourage people from travelling to Comeston who are not local to the area during the Coronavirus pandemic.
