Plans to convert derelict Normandy Manor submitted

A new planning application has been submitted to redevelop the derelict Normandy mansion.

The plans would see the three-storey Victorian property, in Bridgeman Road, transformed into a modern apartment complex while retaining the repaired frontage.

EWM Properties, previously 'Equorium', has proposed the scheme, after first buying the dilapidated mansion for £1,200,000 in 2014.

The firm plans to convert the stone mansion into four apartments and build five new apartments in new extensions in the grounds.

An on-site parking space would be provided for each of the nine apartments, and there would be covered bicycle storage.

The site is entirely within the Penarth Conservation Area and previous designs were rejected for not retaining the existing listed building.

"The new extensions provide a softened contemporary look and feel that is enhanced and legible by the characteristics of the original building," reads the design statement for the new proposal.

"This is not a pastiche approach but a comfortable, familiar yet contemporary approach that is considered both appropriate and enriching, drawing influence from the Victorian window proportions and details in elements such as the windows and the decorative balustrading.

"However, the prominence of the original building is respected throughout and will remain the dominant form on the site."

The new planning application has been put out for consultation by the Vale of Glamorgan Council's planning department.

Residents were previously concerned when they saw works taking place at the site earlier in the year, fearing the building was being destroyed.

Contractors were in fact demolishing a section of the house after finding it was structurally unsound and "posed a health and safety threat".

They also constructed a retaining wall to prevent a possible landslide while they renovate the neighbouring Ashdene Manor.

Both properties are owned by Edinburgh Woollen Mill Chief Executive Steve Simpson.
