Planning investigation into former Monty Smith site in Penarth launched

A planning enforcement investigation has been launched into the re-development of the site of the former Monty Smith car dealership and filling station.

The Vale of Glamorgan Planning Department has announced that it is investigating an alleged "breach of conditions of planning permission" on the site, located at 56a Windsor Road, Penarth.

The former Monty Smith premises have now been fully demolished, but neighbours have raised concerns about how below-ground fuel tanks were being excavated and removed.

On 10 September, a section of Windsor Road was closed by police and fire services, after local residents complained of a strong fuel smell, fearing an explosion.

The former Monty Smith site is being redeveloped into a block of luxury apartments by XStream Properties.

Once complete, the four-storey building will comprise of 21 apartments and an inner courtyard with 'green living walls'.

Vehicular access to the site will be through the un-named lane via Railway Terrace, leading to an under-croft parking area comprising of 21 spaces. In addition, spaces for 20 bikes will be provided.

Pedestrian access will be via Windsor Road, with the two duplex apartments having their own dedicated entrances from Railway Terrace.
