People who live alone can form extended households again, the First Minister says

First Minister Mark Drakeford has announced a major change in the local lockdown restrictions affecting Penarth. The "bubble" system has been reintroduced for for those living alone.
"We're making this change to help prevent loneliness and isolation for those who live alone," the the First Minister said in a televised address. "The general rule is that if you live in an area under local restrictions you cannot meet anyone indoors other than those people you are living with. Of course, this has been especially difficult for people who live alone.
"The change in the rule that we are introducing will enable people who live alone - including single parents - to join up with one other household in that same household to form what we've been calling a temporary bubble."
The change comes amid fears that localised restrictions may disproportionately impact the mental health of those living alone.
