Penarth Nightclub Granted Extended Opening Hours

A Penarth gin bar will be able to open an hour later at night despite protests from the council.

Penarth Nub News covered the Town Council's disapproving commentary towards the proposals back in September.

They unanimously disagreed with the proposals and sent their views onto the Vale Council.

Despite the objections declared by the town council, Baroque, on Windsor Road, has been given permission by the council to open until 3.30am and sell alcohol 20 minutes before it closes.

The venue will also have the right to hold other pre-arranged events until 4am 10 times per year.

Shared Regulatory Services (SRS), the licensing authority for the Vale of Glamorgan, had opposed the application due to concerns about noise.

But the Vale of Glamorgan Council's licensing sub-committee agreed to extend Baroque's licence following a hearing on October 30.

Neither the police nor nearby residents had raised formal objections to the proposal, the meeting was told.

Baroque had applied to host boxing and wrestling but later withdrew this request.

SRS, in a statement to the committee, said: "As the area has a large amount of residential homes close by and has very low background noise levels at night, the management of the premises, trading hours and conditions for trading should take this into account.

"Due to the proximity of the residential premises and the noise that has been witnessed emanating from the pavements in front of and close to the club as well as in relation to music from the club, historically, it is advised that the hours for regulated entertainment, the supply of alcohol and opening not be extended, beyond those currently held so to prevent public nuisance."

Penarth Town Council had also objected to the licence extension due to antisocial behaviour fears.

But Piers Warne, from TLT Solicitors representing Baroque, argued it was a well-run venue and later opening times would mean customers would not all be leaving at the same time as people from St Fagans Castle – the pub opposite – as happens now.

He said: "These later hours are integral to the continued success of the business. This is a very well-managed venue that should be supported in terms of this application."

The committee granted the licence extension, on condition that Baroque does not let people enter the venue an hour before closing.
