Penarth indoor pubs and restaurants allowed to reopen from mid-May

The Welsh Government has proposed that pubs and restaurants will be able to reopen indoor areas to the public from 17 May.

Unless there is a spike of infections or an incoming government reverses the plans after the 6 May Senedd elections, cinemas, theatres and museums will be also able to reopen that day.

The social distancing guidelines such venues will have to adhere to are currently unclear.

Indoor children's activities like soft play and swimming lessons have been brought forward to 3 May, when 15 adults will be able to meet indoors for activities such as gym classes.

"It is my assessment that the hospitality sector - bars, pubs, restaurants and cafes - will be able to open indoors from May 17," said First Minister Mark Drakeford.

"Together with all other tourist accommodation, indoor entertainment and attractions."

Welsh Conservative Leader, Andrew RT Davies, this morning accused the First Minister of "playing politics" with regard to the timing and manner of lifting restrictions:

"So much more detail could have been announced prior to the election period, such as on hospitality, gyms and other economic and social activities, but Labour chose to play politics.

"This latest review announcement should be led by the chief medical officer not the first minister, in what is a blatant attempt to influence May's election."

If such plans go ahead, 17 May will see many hospitality businesses in Penarth serve customers for the first time in five-and-a-half months.

St Fagan's Pub on Glebe Street, run by Natasha and Gareth Rees, is among them.

"Oh it's brilliant," said Natasha. "We were expecting maybe end of May or beginning of June, but case numbers are low so now we can get back to business and really get the summer going."

Natasha said she felt "no malice, no bitterness" towards businesses that have sufficient outdoor seating to reopen on Monday.

"We'll be checking out all the beer gardens when they reopen too. For us, it's now just a matter of getting ready to reopen.

"We were open from September to December and it was manageable. You would have the occasional person who would have too much to drink and it was tough to make them sit down and put on their mask, but you've got to keep on top of it and our staff are trained to do that.

"The only worry is that cases are going to spike and we'll have to close again as soon as we open."

Natalie Isaac, owner of the Windsor Road Tapas restaurant Bar 44, has had a more difficult pandemic than many other local business people.

She was forced to close the original Cowbridge branch due to the economic impact of lockdown.

The Penarth, Cardiff and Bristol branches will reopen on 20 May, in accordance with their newly adopted five day working week.

"We're delighted that we finally have a date," she told Nub News. "But sadly we understand that it won't be confirmed until after the election, neither will the guidelines or regulations.

"It's hard to take bookings until we know what the regulations might be.

"But with all that in mind, we're over the moon that we'll be able to reopen again after five months of being closed."

Other upcoming changes in restrictions include:

From 24 April:

- Six people from 6 households will be able to meet outdoors (not including children under 11 years of age or carers from those households).

From 26 April:

- Outdoor hospitality can open.

- Organised outdoor activities will be permitted for up to 30 people.

- Outdoor wedding receptions will be permitted for up to 30 people.

- Outdoor visitor attractions can open.
