The Vale of Glamorgan to enter local lockdown

First Minister Mark Drakeford has announced that the Vale of Glamorgan - and Neath Port Talbot and Torfaen - will enter local lockdown at 6PM tomorrow.
The restrictions, which will apply to everyone living in Penarth, are:
- People will not be allowed to enter or leave these areas without a reasonable excuse;
-People will only be able to meet people they don't live with outdoors for the time being.
-They will not be able to form, or be in, extended households (sometimes known as 'bubbles'). This means meeting indoors (in people's houses, in a pub or elsewhere) with anyone you don't live with is not allowed at the moment unless you have a good reason, such as providing care to a vulnerable person.
-All licensed premises have to stop serving alcohol at 10pm.
-Everyone over 11 will be required to wear face coverings in indoor places, which are open to the public, such as shops, as well as on public transport – as is the case in the rest of Wales (there are some limited exemptions for people with disabilities and medical conditions – these are the same as for public transport).
Mr Drakeford said: "Following a worrying rise in cases of coronavirus across south Wales, we took action on Friday to introduce local coronavirus restrictions in Llanelli and local restrictions will come into force in our two largest cities– Cardiff and Swansea – tonight.
"We are now taking further action and placing three more areas under local restrictions in South Wales – Neath Port Talbot, Torfaen, and the Vale of Glamorgan – because we are seeing rising rates in these three areas. These areas also share borders with local authority areas where rates are much higher.
"Introducing restrictions in any parts of Wales is always an incredibly difficult decision for us to make. But we're acting to protect people's health and to try and break the chain of transmission and stop the situation from getting worse.
"This is not a regional lockdown – this is a series of local restrictions in each local authority area to respond to a specific rise in cases in each area, which have distinct and unique chains of transmission. In some places, such as Caerphilly and Newport, we have seen really positive falls in response and we hope they can begin to be relaxed if they continue.
"It's really important everyone follows the rules where they live. We need everyone's help to bring coronavirus under control. We need everyone to pull together and to follow the measures which are there to protect you and your loved ones."
Cllr Neil Moore, Leader of the Vale of Glamorgan Council, said: "This has not been an easy decision and one that I appreciate will have a major impact on the lives of residents. However, the number of Covid-19 cases in our local authority area continues to rise and it is vital we take further action now to address that situation.
"These restrictions are being introduced following close consultation with public health experts, the University Health Board, the Local Authority, Public Health Wales and Welsh Government to avoid a scenario like we saw earlier in the year. We have all worked hard to recover from that point six months ago and I greatly appreciate that effort. Now I'm calling for further resolve to help ensure those days do not return.
"We have taken a decision today for early and preventative action. One of the main reasons for this is that the sooner we stop the increase in transmission, the sooner the restrictions can be lifted. We must now all work together to make that possible.
"While the introduction of the measures puts us in the same position as our neighbouring areas, it is very important that people remember that the Vale of Glamorgan and Cardiff, and indeed any other county, are separate places. Movement across the boundaries is now prohibited for any reason that is not exempt. This includes exercise and leisure, which should now be taken solely within the Vale of Glamorgan for Vale of Glamorgan residents.
"I am aware this announcement will have an economic impact and our teams will be working with businesses, as they have been throughout the pandemic, to help minimise the extent of that.
"Everyone should be clear on the guidelines around hand-washing, social-distancing, the wearing of masks, self-isolating and getting tested. I know most residents are strictly following these rules at great personal sacrifice. Thank you. These additional restrictions are designed to help us keep closer control of the virus, further reducing the opportunity for it to spread. They will help protect you, your family and friends as well as the elderly and vulnerable, who are most at risk.
"I understand that these rules are not easy to live with and we would not ask residents to follow them if they were not absolutely necessary. Unfortunately, they are necessary, and it is imperative that we all work together to protect ourselves, our families and our communities to overcome this terrible virus."
