Planning application submitted for 133-home Penarth Road development

A planning proposal to build up to 133 dwellings on the greenfield site just off Penarth Road has been submitted to the Vale of Glamorgan Council.

The site was allocated for development in 2017 as part of the Vale of Glamorgan's Local Development Plan, which referred to the location as a "greenfield site".

The contractor Newbridge Construction LTD say they are "working to deliver the development and required housing which will include a mix of family house types and residential apartments, and enable the potential for key worker accommodation to be provided to meet the needs of NHS staff."

According to the plans, one, two, three, and four-bedroom houses and apartments will be provided. If successful, two five-storey blocks will appear on the roadside just beyond the Baron's Court junction.

Key worker accommodation will also be provided.

An engineering company has been consulted to ensure the often-congested Penarth Road can cope with the additional strain.

"The proposed development would have a negligible impact upon the operation and safety of the surrounding road network," they concluded.

Addressing environmental concerns, Treescene - Arboricultural Consultants said:

"Although tree loss within the site is extensive, removal of better quality trees is extremely limited.

"The development provides opportunities to improve the quality of the tree stock and broaden species diversity thus potentially enhancing the arboricultural amenity of the area in the future."

The plans will also include affordable housing, although the exact number has not yet been specified: "The proposed development will provide 1, 2, 3 and 4 bed units for sale and an element of affordable housing (social rent and intermediate housing).

"The precise mix, tenure and quantum of which will be confirmed through the determination of this outline planning application and subsequent reserved matters.

"Policy MG4 Affordable Housing, states that new residential developments including mixed schemes need to contribute to meet affordable housing need.

"Llandough should meet 40% affordable housing on residential developments resulting in a net gain of one dwelling or more."
