Application for New Apartment Development Submitted for Ludlow Street

A new planning application for a development consisting of 7 apartments on Ludlow street in Penarth is to be determined by the Vale planning authority.
The applicant wishes to extend and convert the two-storey end of terrace building which is currently being used as the office accommodation for a local finance company.
The design would cater for the provision of seven separate apartments, 5 of which would be one-bed and 2 would be two-bed.
They wish to maintain the ground floor for office accommodation or other A1 building use.
Their Design statement states: ''In the process of design we aim to create a proposal that improves not only the aesthetic of the building structure itself, but one that enhances the quality of the local context.
''The fundamental design addition is to increase the height of the building in order to create adequate room for an extra floor accommodated within the roof space and a dorma extension located to the rear of the site.''
The site contextually consists of a strong Victorian vernacular theme.
Ludlow street is a largely residential road but sits very closely to the town centre.
In terms of design the applicant states that the extension and development will be ''offering better continuity to the street scene whilst enhancing the existing charm of the structure''
The proposal suggests using the exact same brick detailing, lias stone and conservation styled windows help transform the building into one of greater prominence and charm.
The ground floor will retain the existing commercial use and the employment associated with it.
The application seeks to create seven new dwellings, consisting of 5 one-bedroom units and 2 two-bedroom units.
The applicants have stated that they are ''aware and understand that the proposal and application is subject to a contribution towards affordable housing.''
Each proposed unit has been allocated cycle parking either within the unit or access to communal storage.
The applicants believe that the close transport links and the town centre location with lots of amenities all within short walking distances will attract residents who are not car users.
A decision will be made by the planning committee.
